【 摘 要 】
As one of world's fastest growingcities, Dhaka faces acute challenges in housing its growingpopulation and developing a more productive economy. Centralto this is the scarcity of high-quality urban land. Yet avast tract of land near the heart of the city, East Dhaka,currently remains predominantly agricultural and undevelopedas a consequence of flooding. This paper uses a computablespatial general equilibrium model that captures the economicgeography of the city, to estimate the economic returns ofcoordinated action to develop this land. The model capturesdifferent productive sectors, household skill levels, andtypes of housing. Firms and residents choose their locationwithin the city given the transport network and landavailability, generating a pattern of commercial andresidential land-use. The paper estimates the incrementalimpacts on income, employment and population of anembankment and other flood protection measures to protectthis land, as well as from improvement in transportinfrastructure and targeted support for economic developmentin East Dhaka.
