【 摘 要 】

Senegal is located in the Sahel regionof West Africa. Between 1970 and 2000, the country sufferedprolonged droughts that contributed to rural exodus.Communities in these peri-urban areas, already among thepoorest in the country, are the most vulnerable to episodesof heavy rainfall and subsequent flooding. The impact offloods in this situation of uncontrolled urban growth isexacerbated by the lack of a functional storm water drainagesystem, ineffective land-use policies and non-compliancewith the urban planning and development master plan. Thenegative impact of flooding during the first decade of thiscentury, especially those of 2005, 2009 and 2012, continueto be reflected in existing socio-economic conditions. TheWorld Bank’s Global Facility for Disaster Reduction andRecovery (GFDRR), the United Nations Development Program(UNDP) and the European Union (EU) are collaborating on aguide for Disaster Recovery Framework (DRF). This guide aimsto help governments and partners plan for resilient postdisaster recovery while contributing to longer-termsustainable development. It is based on practices gleanedfrom country experiences in disaster recovery around theworld. Following the 2009 floods, the Government of Senegalelaborated its first recovery plan after a post-disasterneeds assessment (PDNA) was conducted with the support ofthe international community. This case study thus uses the2009 exercise as the point of departure for examiningSenegal’s policies for recovery and prevention of urban floods.
