Road transport is the most pervasive ofall transport modes in Africa and is central to thesocioeconomic growth and development of all countries in theregion. For it to be effective as a catalyst fordevelopment, road provision must be institutionally,economically, financially, socially, and environmentallysustainable. The main objective of the present document isto analyze the commercialized road management (CRM) andpublicly available specification (PAS) evaluation approachesfor assessing road agency performance in road assetmanagement. The document also considers how the twoapproaches can be amalgamated to enhance the evaluation ofroads agency performance in terms of key benchmarks for goodroad asset management practice. Finally, the documentreflects on indicators that can be incorporated in anappropriate asset management evaluation framework to: (1)measure the progress being made towards commercialization ofroad administrations; and (2) monitor the performance ofroads agencies in terms of the efficiency and effectivenesswith which they undertake their responsibilities in the roadsub-sector. The report is structured as follows: section onepresents the background to the working paper, including itspurpose and structure. Section two considers the need for aholistic approach to assessing road agency performance inroad asset management. Section three provides an overview ofthe alternative approaches to assessing roads agencycapacity in asset management and their ability to pinpointthose key elements that contribute to effective andefficient road asset management. Section four compares andcontrasts the outcomes of the assessment of road agencycapacity in road asset management produced by thealternative approaches and uses data from three countries tocompare the outcomes produced by the two methods. Sectionfive considers various performance measures and indicatorsthat can be adopted to monitor and report upon on acontinuing basis road agency performance in assetmanagement. Section six presents the findings, conclusions,and recommendations of the study including a plan of actionto implement the best aspects of both approaches toassessing roads agency capacity in road asset management.
