【 摘 要 】
This paper presents the most expansiveand current cross-country dataset on education quality. Thedatabase includes 164 countries/territories covering over 98percent of the global population from 2000-2017. Of thesecountries, 111 are low or middleincome economies. Harmonizedlearning outcomes are produced using a conversion factor tocompare international and regional standardized achievementtests. These tests include PISA, TIMSS, PIRLS, SACMEQ, LLECEand PASEC. In addition, this paper includes the Early GradeReading Assessment (EGRA) for the first time. This enablesextension of the database substantially. This methodologicalupdate paves the way to include a series of assessments thatare increasingly common in developing countries that areoften excluded from large international assessments. Thedatabase includes mean scores and disaggregates the data bysubject, level, and gender. This paper further presents aseries of methodological improvements including measures ofuncertainty, fixed conversion factors for greatercomparability over time and year-by-year data.
