The Capacity Development ResultsFramework (CDRF or the Framework) is a powerful new approachto the design, implementation, monitoring, management, andevaluation of development programs. Originally conceived toaddress well-documented problems in the narrow field ofcapacity development, the Framework can be profitablyapplied to assess the feasibility and coherence of proposeddevelopment projects, to monitor projects duringimplementation (with a view to taking corrective action), orto assess the results, or even the design, of completedprojects. The framework can also be used as a step-by-stepguide to the planning, implementation, and evaluation ofprojects and programs designed to build capacity fordevelopment at a national or sub-national level. That is howit is illustrated here. We chose this approach because sucha guide was sorely needed, and because it allowed us toillustrate the full set of tools and processes provided bythe framework. The framework is compatible with a broadrange of situations and approaches to change management. Butin all cases key actors in the change process must beidentified and offered the knowledge and tools that theyneed to produce change in the direction of the desiredgoals. Critical points in the change path must beidentified. At each such point, new information andexperience must be assessed to guide subsequent decisions.Building capacity, driving change, and achieving developmentgoals will typically be iterative processes.
