This report provides an overview ofcapacity-building activities undertaken after 18 months ofimplementation of the PforR and draws the lessons learnedthat can be replicated by other similar programs in theregion and beyond. All activities in this report have beenplanned and implemented by the government and WSP providedfunding and technical support. The remainder of this reportis structured as follows: section two provides an overviewof the design of capacity-building support. Section threepresents the methodology for the implementation of thecapacity-building activities and the challenges faced duringimplementation. Section four presents the case studies whichprovide detailed information on capacity-building supportfor procurement, citizen engagement, and M&E. Sectionfive draws lessons learned from the abovementioned casestudies. Appendix B includes the main outputs and materialsproduced as part of the capacity-building support.
