Between 2007 and 2017, 99 countriesinitiated reforms in labor regulations that affected WorldBank Doing Business labor indicators. The most common topicsfor reforms are (i) procedural requirements in case ofcontract termination, and changes in notificationarrangements; (ii) fixed-term contracts; (iii) severancepayments; (iv) annual leave arrangements, and (v) workingtime arrangements. Approximately 48 percent of the reformsmade labor legislation more flexible, and 52 percentenforced more worker protection. The objective of this studyis to document these reforms, and identify key benchmarks inlabor legislation by country groups.
