Evaluations of employment programsusually focus on direct impacts on participants. Yetemployment programs can have a range of indirect effectsthat are rarely quantified. This paper analyzes the impactof a subsidized apprenticeship program offering dualon-the-job and theoretical training in Côte d'Ivoire.The experiment simultaneously randomized whetherapprenticeship positions opened by firms were filled by theprogram, and whether interested youths were assigned to aformal apprenticeship. This design allows for estimatingdirect impacts on youths and indirect impacts on firmsselected to host apprentices. The analysis identifieswhether individuals forgo other employment or trainingopportunities, and whether firms replace other workers withprogram participants. The share of youths in apprenticeshipsincreased by 52.8 percentage points. This estimate accountsfor a significant windfall effect: 26 percent of the formalapprentices who were placed substituted out of traditionalapprenticeships. The inflow of apprentices into firmsincreased significantly, but also induced substitutioneffects, as firms hired 0.23 fewer traditional apprenticesper formal apprentice placed. Overall, the net number ofapprenticeship positions created was between 51 and 74percent of the number of formal apprentices placed. In theshort term, impacts on earnings were not significant foryouths, but firms benefited from an increase in the netvalue of work provided by apprentices.
