Analysis of the Mismatch between Tanzania Household Budget Survey and National Panel Survey Data in Poverty and Inequality Levels and Trends

This study carries out a thoroughinvestigation of the potential sources of mismatch inpoverty and inequality levels and trends between theTanzania National Panel Survey and Household Budget Survey.The main findings of the study include the following. First,the difference in poverty levels between the HouseholdBudget Survey and the National Panel Survey is essentiallyexplained by the differences in the methods of estimatingthe poverty line. Second, the discrepancy in poverty trendscan be mainly attributed to the difference in inter-yeartemporal price deflators, and, to a lesser extent, spatialprice deflators. The use of the consumer price index foradjusting consumption variation across years would show adecline in poverty during the past five years for theHousehold Budget Survey and the National Panel Survey.Third, despite noticeable differences in the methods ofhousehold consumption data collection, the Household BudgetSurvey and National Panel Survey show close mean householdconsumption levels in the last rounds, when using theconsumer price index to adjust for inter-year pricevariations. Mean household consumption levels in theHousehold Budget Survey 2011/12 and National Panel Survey2010/11 are comparable, and the mean consumption level inthe National Panel Survey 2012/13 is around 10 percenthigher. The difference is driven by higher levels ofaggregate and food consumption by the better-off groups inthe National Panel Survey. Fourth, the mismatch ininequality trends and pro-poor growth patterns between thetwo surveys could not be resolved and is a subject forfurther analysis.
