The objective of this report is toassess the usefulness of providing guidance for scaling upgood practices in core ARD business lines, and to test theprospects for doing so.The output of the document is aguide for a systematic discussion on scaling up ofCompetitive Grant Schemes (CGSs) for agricultural researchand extension at key decision points during the life of anARD project. This report addresses the other end of thestate-of-practice spectrum - good practices and beyond.Thepreparation of this report entailed five main activities: Anoverview of scaling up concepts and approaches; theselection of a particular sub-area within one of ARD s corebusiness lines - scaling up CGS for agricultural researchand extension; application of the IFAD/Brookings framingquestions to five World Bank projects that were identifiedas addressing that business line - using informationprovided by the project's task team leaders (TTLs) orother member of the project team; the development ofsub-area specific guidance for a systematic discussion onscaling up based on the findings from a series of five casestudies; and validation of the scaling up guidance for CGSsfor agricultural research and extension by World Bankpractitioners and other internal consultations.
