When the Money Runs Out : Do Cash Transfers Have Sustained Effects on Human Capital Accumulation?

【 摘 要 】

This study examines the medium-termeffects of a two-year cash transfer program targeted toadolescent girls and young women. Significant declines inHIV prevalence, teen pregnancy, and early marriage amongrecipients of unconditional cash transfers (UCTs) during theprogram evaporated quickly two years after the cessation oftransfers. However, children born to UCT beneficiariesduring the program had significantly higher height-for-agez-scores at follow-up. On the other hand, conditional cashtransfers (CCTs) offered to out-of-school females atbaseline produced a large increase in educational attainmentand a sustained reduction in the total number of births, butcaused no gains in health, labor market outcomes, orempowerment. The findings point to both the promise and thelimitations of cash transfer programs for sustained gains inwelfare among young women.
