As countries implement social safetynets programs, a range of technical hurdles affects theirimplementation differently in rural and urban areas. Inurban areas, the focus of this study, living in is expensiveand more vulnerable at economy slowdowns. Poverty can bemore severe than in rural areas and accompanied by highmalnutrition rates. Challenges faced by poor populations inmost urban areas related to the lack of properidentification,outreach, intake and registration ofpotential beneficiaries in part due to the lack of socialcohesion and the existence of multiple channels ofcommunication, challenging the delivery of any messagesquickly and efficiently. Therefore social workers have afundamental part during program implementation andMonitoring and evaluation (M&E) process.
