【 摘 要 】
This paper evaluates the early impact ofintroducing a performance component into Jakarta'sschool grant program on learning outcomes. Usingadministrative data, it applies difference-in-differencesand regression discontinuity approaches to identify theimpact of the grant by exploiting differences in programcoverage over time, as well as by comparing changes in testscores between schools that received the additionalperformance award with schools that did not. The paper findsthat the introduction of the performance component haddifferent impacts on government primary and junior secondaryschools. The program improved learning outcomes for primaryschools at the bottom of the performance distribution andnarrowed performance gaps across schools. However,improvements in equity were also driven by negative impactsof the program on better performing primary schools.Overall, the program reduced primary examination scoresalbeit by a small amount. In contrast to the results at theprimary level, the performance component improvedexamination scores in government junior secondary schools.However, the impact seemed to be greatest among betterperforming schools and has therefore widened performancegaps. The findings also suggest that program impact waslargely through competition between schools to receive theperformance component. There is little evidence that theadditional resources schools received from the award had anyadditional impact. The evaluation utilized preexistingadministrative data and the paper offers some suggestions onhow education information systems can be strengthened tocreate more robust feedback loops between research and policy.
