【 摘 要 】

This paper provides a high-levelassessment of Vietnam's sea dike system and itsprescribed dike safety standards. The assessment estimatesthat 65 percent of the sea dike system does not meet thesafety standards and that about $2 billion in capitalinvestment is necessary to meet the standards, mainly in theRed River Delta. It also shows that current safety standardsneed finetuning, especially in areas with high risk andgrowth. This paper acts as a technical background paper tothe report Resilient Shores: Vietnam's CoastalDevelopment between Opportunity and Disaster Risk(Rentschler et al. 2020).
