【 摘 要 】
Achieving better governance has been acentral problem for development. When public services arenot delivered as intended, reform action becomes necessaryand that involves deliberate activities to change laws,structures, and processes to improve public sectorperformance and benefit public service users. The keychallenge is that changes in the design of the institutionor its procedures do not necessarily translate intoimmediate changes in the behavior of relevant actors. Acentral problem of public sector reform is ensuring thatchanges in laws and policies also prompts changes in the waythat people work, so that service delivery improves. Thereis no one-size-fits-all approach ensuring that changehappens the desirable way; however, experiences from thefield suggest that a useful combination of political economyanalysis with change management tools can help to maximizepositive impacts. Different contexts will require differentapproaches to change management, and therefore politicaleconomy analysis can be used productively to design atargeted change management strategy that builds on existingstrengths and opportunities. Greater integration ofpolitical economy analysis into change managementassessments has been helpful in deepening understanding ofattitudes to change within these particular contexts. Thishas allowed more effective leveraging of the opportunitiesfor reform through the more systematic tailoring of changemanagement strategies to different sets of issues emergingamong particular groups of actors.Cambodia and Indonesia,the case studies presented in the paper, help to illustrate this.
