This Country Financial AccountabilityAssessment (CFAA) summarizes the status of implementation offinancial management measures of the Federal public sector,showing both strengths, and areas for improvement, and,reflects input contributions in each area of publicmanagement. The main strength observed was the existence ofclear rules governing the Federal Government'sadministrative financial transactions, highlighted by afederal public administration with rigorous internal controlsystems, evidence of the Government's decision to fightagainst corruption, and improper administrative practices.The main strengths of the budget system are associated withthe existence of a well-defined, regulated and documentedmandatory procedure for all execution phases. Conversely,weaknesses of the budget system are complex proceduresresulting from the large number of documents, laws, rules,decrees, circulars and instructions that, diminish theefficiency, and effectiveness of budget management.Regarding the Treasury function, its strength is thesystematic internal order under which it performs itsfunctions of custody, concentration, oversight andapplication of federal funds. Federal government accountingregisters, and reports a reliable and timely position of thepublic accounts, and its main strengths are associated witha well-defined, regulated and documented mandatory procedurefor all phases, supported by a sound legal and regulatoryframework. Recommendations outline the promotion ofintegrated budget management systems into a single database;the use of an appropriate number of indicators reflectingplanned results and goals achieved, to allow for the followup of multi-annual investment processes; promotion of agreater simplification of the regulatory framework forbudget management; that automated and integrated managementrequire a comprehensive review of the organizationalstructures, functions, and operations; and, to establishmechanisms for the executing entities to evaluateinvestments based on cost-benefit criteria, to prioritizeinvestments, and improve the efficiency with which Stateresources are allocated.
