China's 12th five-year plan(2011-2015) aims to promote inclusive, equitable growth anddevelopment by placing an increased emphasis on humandevelopment. Good health is an important component of humandevelopment, not only because it makes people's livesbetter, but also because having a healthy and long lifeenhances their ability to learn, acquire skills, andcontributes to society. Indeed, good health is a fundamentalright of every human being. Good health among a populationcan also enhance economic performance by improving laborproductivity and reducing economic losses that arise fromillnesses. The findings and recommendations can inform andpromote a broad dialogue toward the development of amultisectoral response to effectively address the growingburden of Non Communicable Diseases (NCDs), including abetter alignment of the health system with thepopulation's health needs. The report also advocatesimplementing 'health in all' policies and actionsfor a multisectoral response to NCDs in China to helpachieve the ultimate goal of 'harmonious'development and growth.
