【 摘 要 】

This paper asks whether there arewelfare gains from additional redistribution. First, itderives a sufficient condition for the existence of welfaregains from a small increase in lump-sum transfers financedby a uniform increase in labor income taxes. A calibrationsuggests that, even under very conservative assumptions,most countries would benefit from such a scheme. Second, itasks whether, given existing tax revenues, there are gainsfrom diverting public funds from government investmentprojects toward redistributive programs. The analysissuggests that the answer is highly sensitive to parametervalues and the rate of return on government investment.
