In May 2005, the Bank adopted a newpolicy and new procedures on Additional Financing(OP/BP13.20) for investment lending, replacing the previouspolicy on supplemental financing. This policywas laterrevised in March 2012. This learning product assesses theperformance of the AdditionalFinancing (AF) operationsapproved since then and draws lessons from theirimplementationexperience. The assessment focuses on AF inprojects of the Transport and Information andCommunicationTechnology (ICT) Global Practice (GP). This was selected asthe first batch ofoperations to review because theyrepresent a large share in lending volume, as well as thefact that there is an existing AF study conducted by theformer Transport Anchor which this review coulduse to verifythe AF portfolio. This note aims to enhance theunderstanding of the way it has been used and how it hasaffected the project outcomes, through reviewing a subset ofthe AF portfolio for which the relevant data was readilyavailable. The review notes the limitation of the smallsample. More areas could be investigated when the data ofmore projects become available.
