Croatia’s business environment has beenidentified as a priority area for reform by the CroatianGovernment. Under the government working group for businessclimate and private investments, the agency for investmentand competitiveness has been designated to lead the dialoguewith the private sector and coordinate the consultationswith stakeholders, including international organizations onthe design of a new wave of business environment reforms.This reform memorandum is prepared at the request of theagency for investment and competitiveness and aims toprovide a concrete set of short and medium term reformrecommendations that will address some of the businessenvironment challenges currently faced by the private sectorin Croatia. The World Bank Group’s doing business projectprovides a measure of the ease of doing business in 189countries through a set of objective indicators that focuson the impact of laws, regulations, and their enforcement onthe ease of doing business for domestic firms in 10 areasfrom starting a business, operations to insolvency. In thearea of the judiciary, the implementation of the reform ofthe judicial map can improve the efficiency of some courts.The reform aims to increase specialization and balance outthe uneven workload of judges by merging courts. This reformmemorandum highlights potential reform opportunities in theareas covered by the doing business project that will allowthe government to have a direct impact on businessconditions by addressing some of these shortcomings throughlegal, regulatory, or administrative reforms.
