【 摘 要 】
The role of 'first movers' infragile states is critical: they grow and diversify marketsin ways that no other firms do, generating disproportionateimpact in terms of development and stability. But pioneerfirms are rare in fragile states. This study documents theirprofile, their challenges, and the barriers that preventthem from realizing their potential. The study also exploresthe rationale for development finance institutions tosupport them, and proposes new ways to offset costs, risks,and the "unknown unknowns" that generate radicaluncertainty. Through a process of social learning andresetting negative self-fulfilling investor narratives,development finance institutions can help pioneering firmsshift the growth trajectory of fragile and conflict-affected states.
