【 摘 要 】
This paper estimates the short-term,partial-equilibrium impacts of a public-private partnershipprogram for low-cost private secondary schools in Uganda.The public-private partnership program is part of a broaderstrategy to absorb large increases in secondary enrollmentfollowing the introduction of universal secondary education.Under the program, the government offers a per-studentsubsidy to participating private schools. Programimplementation allowed for a randomized phase-in studydesign to estimate the causal impacts of the program onprivate school performance. The study finds that thepublic-private partnership program helped absorb largenumbers of eligible students in secondary schools. Studentperformance in participating private schools wassignificantly better than in nonparticipating privateschools. The study finds that improved student performanceis potentially linked to increased input availability, aswell as positive selection of government aided students inprivate schools. Suggestive evidence indicates that thisselection most likely occurs on the part of householdsrather than schools.
