Access to justice is a 'bigtent' for law programs broadly writ and has been so forover 25 years. Traditionally, access to justice has beentreated as a category of interventions rather than aheuristic device from which to learn and experiment. In theold, old days, access to justice meant legal aid, supportfor narrow categories of human rights cases (so-called testcase litigation), discrete support for formal legalinstitutions, and at least through The Asia Foundation andFord Foundation discrete support for community basedmediation and nascent civil society groups that supported paralegals.
