【 摘 要 】
This paper estimates the magnitude ofliberal grade promotion in public schools in Nepal bycomparing the pass rate in internally administered examswith the pass rate in the district-exam whose scoresdetermine grade transition. The pass rate in the year-endexam is three and a half times as high as the pass rate inthe internal exams. The difference is not explained by anincrease in student effort and it is not due to thefinancial incentives for which students in a random subsetof schools were eligible. The paper concludes with adiscussion of the policy implications of the findings on thestudent assessment system in Nepal.
