【 摘 要 】
This paper focuses on the impact ofdisasters on public expenditures, and how this impact mightbe valued. The impact may involve changes in the compositionof spending, concurrently and over time. It may also involvechanges in the level of spending and the profile of thisover time. In the latter case, the associated financing mustalso be taken into account. The changes of interest arethose that would take place under a given sovereign disasterrisk financing and insurance strategy, as opposed to whatwould take place otherwise. The paper concludes with somesuggestions toward an operational framework for addressingthese questions.
