The Enlaces program has been responsiblefor the implementation of projects exploring the use of newtechnologies in education in Chile for over two decades.Born in 1992 as a small pilot project, Enlaces grew andevolved over time to become part of the permanent structureof the country's Ministry of Education. Itsimplementation strategy can be characterized as one'from the periphery to the center', both in itsterritorial deployment and in the manner in which it wasgradually institutionalized. The main focus of Enlaces hasbeen to support the computerization of schools and tosupport teachers to incorporate the technology into theirteaching practices. For most of its history, Enlaces hasenjoyed committed politicaland financial support fromChile's national education authorities From itsinception, Enlaces has been built on strategic allianceswith regional universities, schools, and the private sector,each of which has played a leading role in the developmentand success of Enlaces. The program's commitment tofollow a 'logical path' by supporting traditionalstructures and actors within the education sector, resultedin a slower implementation of new technologies in schoolsthan in many comparator countries, and over time the programstruggled to demonstrate significant impacts on educationaloutcomes, as traditional educational practices did notchange significantly. As its program becameinstitutionalized with the Ministry of Education, Enlacesbecame more embedded within, and dependent on, officialbureaucratic structures and education policies, constrainingthe ability to innovate and remain flexible which characterits early years.
