Verification differentiatesresults-based financing (RBF) from other health-financingmechanisms, and it is considered an important process of RBFprogram design and implementation. Despite the vital role itplays in RBF, not much has been written about verificationas a process, and information about different elements ofthe process, frequency, cost, and direct and indirecteffects among others, is scarce. Panama’s Health Protectionfor Vulnerable Populations Program (PSPV) uses an RBFmechanism to deliver health services to the country’s ruralpoor. As in many RBF schemes, a major component of the PSPVis the verification of results. This study focuses on PSPV’sverification process, highlights its results and theirapplication, and identifies lessons learned. Suchinformation is useful to policy makers and technical expertsinterested in or designing RBF mechanisms.
