【 摘 要 】

Dramatic changes took place inagricultural policies in Europe in the 19th and 20thcentury. In the 1860s European nations agreed on a series oftrade agreements which spread free trade across thecontinent. In the 1960s European nations concluded aninternational agreement which spread heavy Governmentintervention and protection against imports across thecontinent. This paper offers hypotheses as to the causes ofthese dramatic changes in agricultural protection.
