【 摘 要 】

The objective of the Ugandan governmentis to make Uganda an upper - middle income country withinthirty years. Economic diversification is a key component ofthat strategy. The country economic memorandum (CEM) reportdiscusses how the emergence of oil and mineral productioncan contribute to Uganda’s effort to promote economicdiversification as a means to achieve sustainable and sharedgrowth. Based on the lessons from international experience,the report outlines the elements of a development anddiversification strategy, which the Ugandan government maywish to consider in the design of its macroeconomic, fiscal,and sectoral development policies. It then focuses on theset of policies required to maximize the benefits of adiversification strategy in an oil-producing country.Finally it describes a series of actions which thegovernment should plan, and carry out to deal with a numberof specific implementation issues. The first part of thereport focuses on the importance of economic diversificationfor Uganda and on the prospects and challenges of oil andmineral development. It addresses the following threeissues: (a) why diversification is important for economicdevelopment?; (b) where Uganda stands in that area and whyit should give a new impetus to its diversificationstrategy?; and (c) what are the prospects, possible impact,and challenges associated to oil and mining development forUganda’s economy?
