【 摘 要 】

The power industry in South Asia is onthe cusp of a transformation driven by technologicaladvances, decreasing energy intensity, heightenedenvironmental awareness, and evolving customer expectations.Governments in most South Asian countries are helpingutilities by implementing various schemes to improve theirpower sectors. In particular, the widespread and successfuladoption of smart metering in advanced economies over thelast decade has encouraged South Asian policy makers to takean increasing interest in smart metering systems in hopethat they can address some of the chronic issues. Now, withhigh-level policies in place and utilities keen to adoptsmart metering, funding requirement and implementationchallenges remain the bottlenecks to mass deployment. Arecent World Bank–funded study for South Asian Utilities,carried out in 2018, developed guidance, based on userexperience, on the deployment and operation of advancedmetering infrastructure (AMI) and analytics systems byelectricity distribution utilities in India and other SouthAsian countries. The guidance is intended for the readyreference of policy makers and utility managers. This reporthas two main parts as follows: Chapter 1 provides anoverview of the use of data analytics by power utilities,including conceptual architecture for system deployment,meter data flow in metering, billing and collection (MBC)processes, and data analytics systems; and Chapter 2describes the transition phase utilities go through whileadopting data analytics systems, including an explanation ofprocurement and implementation models for data analytics systems.
