This report examines the role ofinfrastructure in explaining why the region lags so farbehind the rest of the country. More importantly, it looksat how improved infrastructure may help the region catch up.Infrastructure is examined here through its impact on socialas well as economic development. This report is an integralpart of the Southern State Development Strategy, forwhichthe Mexican Government has requested Bank assistance.
