In order to understand a country aslarge and diverse as Russia, it is extremely important toconsider spatial patterns of economic development. As Russialooks for new drivers of economic growth, it is important tounderstand the structural conditions that have definedeconomic development in Russia’s regions. This report usesthe Economic Potential Index (EPI) methodology to identifythe conditions that drive regional development. Economicpotential is the level of productivity that is possible fora region to achieve given its structural endowments, whichare characteristics that are hard to alter in the short run.The methodology used in this report combines quantitativeanalysis of drivers of productivity across regions within-depth case studies that focus on the role of regionalgovernments and institutions in converting endowments intoeconomic outcomes. This methodology generates insights thatare relevant for both national and regional governments. Thefirst chapter of this report provides an overview ofregional development in Russia over the last 25 years andidentifies “Russia-specific” national structural conditionsthat may affect regional development. The second chapterdiscusses the results of an assessment of economic potentialat the regional level and the factors that shape it inRussia. The third chapter focuses on the role of nationaland regional governance, policy, and institutions inpromoting economic development of the regions. The finalchapter proposes policy priorities for both regional andnational authorities.
