The Independent Evaluation Group's(IEG) Results and Performance of the World Bank Group (RAP)is a comprehensive assessment of World Bank Groupperformance, drawing on recent IEG evaluations. This year’sreport emphasizes the theme of managing for developmentresults (M4R). The World Bank Group has a long history ofManaging for Results and has made good progress on creatinga structure and process for results measurement. It has alsolaunched reforms and several initiatives throughout theyears to enhance evidence-based management and learning. IEGevidence shows progress but also indicates thatstrengthening the foundations of results measurement andinstilling a culture of evidence-based adaptive managementand learning needs a stronger, more systematic, and holisticpush. This report reviews the World Bank Group’s statusregarding M4R and summarizes the organization’s approach toand degree of success with integrating M4R’skeyprinciples—measurement of outcomes and use of evidence foradaptive management and learning—to drive results. Thereport draws on cumulative evidence from the IndependentEvaluation Group (IEG)evaluations and learning products tohighlight the World Bank Group progress and scope forimprovement. The report also explores the World Bank Group’sengagement on developing client M4R capacity.
