In 2012, the World Bank initiated thebuilding urban resilience in East Asia program, aimed atincreasing the resilience of cities to disasters and theimpact of climate change by using a risk-based approach tomaking public investment decisions. The objective is todemonstrate a scalable methodology and practical tools forrisk assessment that can be used for city-level investmentdecisions. This activity started with engaging selectedcities that have reasonable complexity and are experiencingsignificant growth. The next step involved conversationsabout disaster and climate risks confronting the cities andthe options that they can consider in building resilience.The result of this experiment is presented in this report.The book begins with two chapters on the disaster andclimate vulnerabilities in the context of Indonesian cities,and the basic framework developed by the World Bank buildingurban resilience in East Asia program. The subsequent twochapters describe the rapid risk diagnostic as the firststep in the urban resilience engagement, and the summary ofthe diagnostic findings in selected Indonesian cities. Thefinal chapter provides a glimpse of how options to invest inresilience can be materialized in practice as part of acity’s development.
