The Madagascar Country EnvironmentalAnalysis (CEA) has the following objectives: (i) tofacilitate the integration of environment-developmentpriorities in a future Country Assistance Strategy (CAS);(ii) to provide analytical information that can underpin thedevelopment of future World Bank operations in theenvironment sector; and (iii) to serve as an initialanalysis of environment sector governance issues for futurebudgetary assistance lending to the Government if such anoperation is pursued in the future upon resolution of thecurrent political crisis. The CEA also aims to contribute todebate and dialogue with the Government and developmentpartners on environment-development linkages and prioritiesin Madagascar. The current CEA is the first ever preparedfor Madagascar. It also draws on a range of sector-basedanalytical work including a sector wide analysis undertakenby the World Bank in 2003, an environment sector policy noteprepared by the World Bank in 2010, and work carried out bytechnical and financial partners in the sector. It alsodraws on a range of analytical work carried out by the WorldBank in related sectors including governance analyses of themining and forestry sectors, a national public expenditurereview, and a feasibility study of the development of aprogram for introducing ethanol cook-stoves in households.The CEA has been carried out in the context of the WorldBank environment strategy 2012 and the World Bank InterimStrategy Note (ISN) for Madagascar.
