Rice is an important agriculturalproduct and food staple in the Greater Mekong Subregion(GMS), especially for its three low-income members –Cambodia, Lao PDR, and Myanmar. These countries are netexporters of rice, similar to their more advanced neighbors,Thailand and Vietnam, but their rice sector potential isstill largely underutilized. They adopt slightly differentapproaches to rice sector development in terms of the roleof the private sector, openness to foreign directinvestments (FDI), and commitment to open trade, yet theyall aim to remain competitive on export markets and toleverage this competitiveness for poverty reduction andboosted shared prosperity, while achieving other developmentoutcomes such as better nutrition, climate-smartagriculture, and job creation. Cambodia, Lao PDR, andMyanmar are the ‘target countries’ of this report, whileThailand and Vietnam are the peers used for comparison andexperience-sharing throughout the report. This reportpresents a summary of main findings, lessons learned, andpolicy recommendations from these workshops. The spectrum ofdiscussions was broad, depending on the interest of eachcountry to learn specific experiences from other countriesor from the region and the world. Most workshops broughttogether private and public sector representatives tofacilitate open dialogue and better integrate private sectorobjectives into agricultural strategies and policies.
