The global technology and innovationfrontier pushes forward at a rapid pace, and countriesaround the world seek to either keep up, or catch up.Countries at the frontier are forward-looking, have robusteconomies, are open to investment and technology, and havecompetitive, well-matched workforces. And countries thatwant frontier-combatible workforces require agile,demand-driven training arrangements that allow for swiftentry and re-entry to training. After all, as the fourthindustrial revolution unfolds, technology and marketscontinue to change at ever-increasing speeds. Trainingsystems must adapt to an environment in which skills needfrequent updating, and find ways to leverage employers’comparative advance in providing that training. Thistechnical note seeks to help the public and private sectorsunderstand what is currently being done to help achieveworkforce skills convergence, and to begin thinking abouthow they might employ public-private arrangements toincentivize training at firms of all sizes. It offers afresh take on the lifelong learning model and presents aframework for precision training, a demand-driven approachto training that offers workers opportunities to upgradetheir skills exactly when, where, and how they need to. InEurope, this perspective may be particularly useful forcountries with lagging regions that struggle with lowincomes, low growth, and low skills (such as Romania andPoland). However, this technical note is designed to beapplicable to all countries, including their policymakers,private employers, and training institutions. Evenhigh-income countries with cutting-edge training policies,such as Germany and the United Kingdom, have regions thatstruggle economically and educationally. Precision trainingprovides a valuable tool for skills development challengesin these contexts, too.
