This report has been prepared by theWorld Bank for the Government of Romania as an output of theWorld Bank advisory services program on climate change andlow-carbon green growth in Romania. In response to therequest, the World Bank quickly mobilized a team of sectoraland climate change (CC) specialists and conducted rapidassessments in six sectors - energy, transport, urban,water, agriculture, and forestry, which were pre-identifiedby both the Government of Romania and the World Bank asareas significant to emission mitigation and or adaptationto CC. The objective of rapid assessments was to quicklyevaluate climate risks and identify CC-related investmentpriorities and necessary implementation support for the2014-2020 operational programs. This document is thestocktaking report of component A1. It provides anintroductory cover to the literature on CC, baseline forRomania, institutional review of Romania and key EuropeanUnion (EU) requirements, as well as available data sets thatwere identified in the given short-time span. Its purpose isto support the government as a first stock of key climateand green growth issues for Romania and summarize thecurrent situation. The report is structured as follows:section one gives introduction, section two provides thesectoral summary on the country background andcharacteristics. Section three provides the baseline for theCC and green growth challenges in Romania. Relevant climatedimensions of Europe 2020 and existing EU regulations andpolicies related to climate change are summarized in sectionfour. Section five provides an overview of nationalstrategies, regulatory framework, and organizational setupfor addressing CC in Romania. Background information on theRomania 2014-2020 European structural and investment funds(ESIF) programming and CC related aspects in the forthcomingESIF programming report are covered in section six. Finally,section seven provides a CC relevant bibliography forRomania that may serve as a tool for referring to keyliterature in the field.
