【 摘 要 】

This Country Partnership Framework (CPF)presents the World Bank Group (WBG) program for Niger forthe period FY18-FY22. The CPF comes at an opportune momentas an exceptional volume of resources is now available toNiger, allowing the WBG to intensify and deepen itsengagement in Niger. It will succeed the FY13-FY16 CountryPartnership Strategy (CPS), and is aligned with the secondPlan for Economic and Social Development (Plan deDéveloppement Economique et Social - PDES) prepared by theGovernment of Niger (GoN) within the context of its Vision2035. The CPF draws on a comprehensive Systematic CountryDiagnostic (SCD)2 completed in FY17, which identified growthconstraints and opportunities to achieving the World Bank’sTwin Goals of eliminating poverty and fostering sharedprosperity in a socially and environmentally sustainableway. It also reflects the GoN’s commitment to theSustainable Development Goals (SDGs) and itsresponsibilities and priorities around climate changemitigation and adaptation. The overarching goal of the CPFis to help safeguard and accelerate Niger’s economic andsocial development, by tackling growth constraints,unsustainable population growth and other fundamental (andemerging) drivers of fragility. In the short term, andwithin this overarching goal, the FY18-FY22 CPF will notonly focus on boosting rural productivity and incomes, andstrengthening human capital and governance, but also onempowering women and girls, a key strategy to reverseNiger’s record high levels of fertility and populationgrowth. In the medium-term, reduced demographic pressuresare expected to unleash women’s economic potential and freeup public resources for improving basic service delivery,which in turn will enable further empowerment of women andgirls in a self-sustaining virtuous circle. The CPF willalso address fragility, conflict and violence (FCV) risks bysupporting Niger’s response to existing crises and byhelping to reduce rising tensions. This will requiretargeting resources to the most fragile and crisis-affectedregions and directly addressing other drivers of conflictand fragility, such as youth disenfranchisement, grievancesover allocation of government resources, and competition forscarce natural resources. Strengthening institutions will becritical to manage these risks and support social cohesion.The CPF draws on the combined contribution of the WBGincluding renewed efforts by the International FinanceCorporation (IFC) and Multilateral Investment GuaranteeAgency (MIGA) to derisk private investment in Niger. ThisCPF sets out a strategy for achieving a crucial change oftrajectory financed by a doubling of resources relative tothe previous CPS. The program draws on new sources offinancing available under the International DevelopmentAssociation (IDA), including enhanced country allocationwith additional resources from the Risk Mitigation Regime(RMR)3, and potential access to the Refugees Sub-Window, theRegional Integration Window, and other IDA windows. TotalIDA resources available in IDA18 could be over US$1 billion,which represents an unprecedented opportunity to upgrade andexpand the scope of the WBG’s assistance in Niger.
