In Nigeria, health care is devolved tothe states and primary health care (PHC) is theresponsibility of the local governments, but existing budgetand capacity constraints impact delivery for an effectivehealth program. To respond to this concern, the FederalMinistry of Health (FMOH) developed a National StrategicHealth Development Plan (NSHDP, 2010-2015) prioritizingstrengthening of PHC services. A partnership must be formedbetween the various administrative levels (federal, stateand local government authorities) to support an effectivedelivery of PHC services. The implementation of the NSHDPrequires ensuring sustainable financing, efficient use ofresources as well as accountability of expenditure, for afunctioning and results-oriented delivery system, andespecially at the PHC level.
