Moldova has experienced rapid economicgrowth in the past decade, which has been accompanied byreductions in poverty and good performance in sharedprosperity. Nonetheless, Moldova remains one of the poorestcountries in Europe and faces challenges in sustaining theprogress. The challenges for progress include spatial andcross-group inequalities, particularly because of unequalaccess to assets, services and economic opportunities.Moreover, strengthening the persistently weak labor marketsto boost employment, especially in the nonfarm sectors, iscritical for sustaining progress toward the twin goals ofreducing poverty and expanding shared prosperity and foraddressing the problems associated with an aging populationin a fiscally responsible manner. Accordingly, ensuring theviability of the pension system and improving socialassistance are necessary areas of reform, particularly in acontext of fiscal pressures, the aging population, and thegreat vulnerability of the poor to shocks. The Moldovapoverty assessment 2016 includes three prongs of analysis:this report, which explores trends and the drivers ofpoverty and shared prosperity, and the accompanyinganalyses, ‘a jobs diagnostic for Moldova’ and ‘structuraltransformation of Moldovan small-holder agriculture and itspoverty and shared prosperity impacts.’ The jobs diagnosticexplores the main labor demand and supply challenges inMoldova in more detail, while the analysis of structuraltransformation focuses on the agricultural sector andwhether it can become a driver of progress.
