Rwanda has demonstrated a remarkableperformance in economic growth and poverty reduction in thepast decade and a half. With urbanization as an explicitdevelopmental strategy, the government has indeed madesignificant efforts to prepare a solid foundation on whichurban development can take off. The objective of this reportis to inform the government’s policies and strategies onurbanization as a driver of economic development, jobcreation, and poverty reduction, through the following fourstand‐alone but closely related notes. Note 1 examinesRwanda’s urbanization process since 2002 by analyzingsatellite images and various other sources. Note 2 analyzesinternal migration patterns of Rwandan households, mainlybased on the last two household surveys, and discusses themain drivers or reasons for migration. Note 3 exploreswhether and to what extent urbanization, in the sense ofincreased density and enhanced connectivity has resulted injob creation and poverty reduction in Rwanda. Note 4provides a detailed analysis of the core secondary cities ofthe country, discussing their expansion in terms of urbanarea and population, economic profiles and potential, accessto services, and urban development plans. A separate notehas been prepared to provide an alternative definition ofurbanization in Rwanda, addressing the on the constraintsassociated with the current definition of urbanization. ThisSynthesis Note presents the key findings, messages, andrecommendations of the overall work.
