The objective of this Systematic CountryDiagnostic (SCD) is to identify the priority constraintsBolivia faces in sustaining its gains on reducing povertyand enhancing shared prosperity over the next years. It willanalyze the dynamics behind the progress achieved in thepast decade on inclusive growth, and identify a number ofkey constraints for sustaining and consolidating thisprogress. The SCD begins, in Chapter two, with apresentation of four characteristics that make Boliviaspecial, including its State‐led development strategy, largenatural resource wealth, difficult geography and landlockedcondition, and rich ethnic diversity. In chapter three, thisSCD presents an in‐depth evaluation of the generallypositive evolution in growth and in the reduction of povertyand inequality over the past decade. An assessment of therecent past and current context concludes that there is aneed for enabling new inclusive growth engines, particularlythrough increased private investment and higherproductivity. Chapter four makes a case for rebalancing thepath of inclusive growth, and presents three main challengesin this sense: sustaining macroeconomic and fiscalstability, developing non‐extractive sectors with higherproductivity and a lower environmental footprint, andreducing gaps and disparities in access to opportunities.The discussion of these challenges reveals a number ofpriority constraints, a key input for the prioritizationexercise. Finally, in chapter five the SCD presents thefindings of a prioritization exercise aimed at producing arestricted list of prioritized constraints, as well as alist of knowledge gaps identified in the different parts ofthe analysis.
