In 2016, the Republic Democratic ofCongo (RDC) and Tanzania requested World Bank support forthe implementation of the Lukuga project, a dam on the soleoutlet of Lake Tanganyika, whose purpose was to stabilizethe Lake water level in order to secure ships access to itsmain ports. Its main objective is to determine the relevanceof the Lukuga project by assessing the ships difficulties inaccessing the main ports on the Lake, characterizing impacton transport and trade, identifying the main factorshindering access to ports, and presenting a combination ofmeasures to mitigate those factors. The study followed amixed methods approach, combining historical data records,remote sensing estimates, satellite images, on-sitemeasurements and data collection, and oral narratives. Thereport starts with a brief presentation of the LakeTanganyika in the context of the regional trade andtransport corridor. Chapter two assesses the difficultiesfor the ships to access the main ports in the Lake and theirconsequences on transport and trade. It also identifies thefactors hindering access. Chapter three discusses therelevance of the proposed dam on the Lukuga river. Chapterfour presents a series of measures aimed at ensuring shipaccess to the ports. Chapter five provides a summary of themain conclusions.
