Inclusive innovation seeks to expandaccess to essential goods and services, thereby improvingquality of life, and enhancing economic empowerment throughknowledge creation, acquisition, adaption, absorption, anddeployment efforts targeted directly at the needs ofexcluded populations. Inclusive innovation is of highrelevance for the Chinese authorities, but the concept isnew to the Chinese government from both conceptual andpolicy perspective. So far China has emphasized frontierinnovation, yet has recognized the importance of inclusiveinnovation in addressing increasing disparity between therich and poor. In China many efforts are being made in thedomain of inclusive innovation, but there is no clearstrategy and implementation plan. This report aims to helpbuild awareness and set the stage for the potentialimplementation and operationalization of inclusiveinnovation policy in China and possibly in other countries.This report is presented in four Chapters and an ExecutiveSummary. Chapter I presents the concept of inclusiveinnovation and why it is relevant for China. Chapter IIdiscusses the current landscape for inclusive innovation inChina. Chapter III presents international experience andexamples. Chapter IV outlines some policy options forconsideration by the Chinese authorities.
