The Philippines has made remarkableprogress in the last decades in improving its healthoutcomes. However, performance is still poor comparedregionally and with similar economies. This report wasdeveloped with the aim of informing health policy during thepolitical transition from the Autonomous Region in MuslimMindanao (ARMM) to the Bangsamoro Autonomous Region inMuslim Mindanao (BARMM). This transition began with theratification of the Bangsamoro Organic Law (BOL) in January2019. This report provides an overview of the currentcapacities and challenges facing the public primary healthcare system as the BARMM government enters into its newrole. By providing a detailed look at the availability ofinputs needed to deliver priority services, it highlightscurrent strengths, and also indicates areas that need to bestrengthened if the national and subnational health goalsare to be realized. Historically, health outcomes have beenfar worse in BARMM than elsewhere in the country. Whilehealth outcomes are complex and multi-dimensional,weaknesses in health governance have exacerbated thegeographic and socio-cultural challenges associated withhealth care delivery. While the authors recognize that thetransition is likely to introduce some challenges, it ishoped that the findings documented in this report can guidehealth policy, including investments towards high-impactpriorities and in this way, help lay the foundation forbetter health care, and better health for the people of BARMM.
