The 18th replenishment of theInternational Development Association (IDA18), one of theworld’s major providers of financial resources to thepoorest countries, was the largest in the institution’s56‐year history. Together with significant changes in itspolicy and financing framework, IDA’s enhanced commitmentauthority was expected to enable faster progress toward theinternational community’s far‐reaching and ambitious 2030agenda,1 which aligns closely with the World Bank Group’stwin goals of eradicating extreme poverty and boostingshared prosperity in a sustainable manner. The objective ofthis synthesis report is to draw on findings and lessonsfrom recent IEG evaluations (that is, those completed sinceFY16) and databases that are pertinent to IDA18 specialthemes and IDA support more generally to inform forthcomingIDA19 discussions. The synthesis report focuses on learningfrom IDA experience over the last 10 years in relation toareas covered by the IDA18 special themes, drawing onrelevant IEG evaluations completed since FY16.
