【 摘 要 】
Global agriculture will face multiplechallenges over the coming decades. It must produce morefood to feed an increasingly affluent and growing worldpopulation that will demand a more diverse diet, contributeto overall development and poverty alleviation in manydeveloping countries, confront increased competition foralternative uses of finite land and water resources, adaptto climate change, and contribute to preserving biodiversityand restoring fragile ecosystems. Climate change will bringhigher average temperatures, changes in rainfall patterns,and more frequent extreme events, multiplying the threats tosustainable food security. Addressing these challengesrequires co-ordinated responses from the public and privatesectors and civil society that will need to be adapted tothe specific circumstances of different types of farmers incountries at all levels of development. The recommendationsprovided are broadly of two types: specific actions that cancontribute in some way to improving productivity growth orsustainable resource use (whether building on existinginitiatives or suggesting new activities) and more generalproposals that may not be actionable as presented but thatserve to highlight areas for priority attention. This reportalso invites G20 countries to engage in a medium, tolong-term, analysis-based peer review of policies fosteringsustainable productivity growth, which would identifyspecific constraints and opportunities, beginning with theirown food and agriculture sectors. In addition to possiblebenefits to participating countries, a peer review processcould contribute to the identification of best policies andbest policy packages to achieve the widely held aim ofsustainably improving productivity of the global food andagriculture system. While such an initiative is proposed toand for G20 countries, it could have much wider applicationto interested countries.
