This report on consultation,participation and disclosure of information is the fourth ina series of publications by the World Bank Inspection Paneldrawing on the main emerging lessons from its caseload overnearly a quarter century. The Panel hope the lessonspresented in this report can highlight areas in whichcontinued improvements can enhance the Bank's and itsmember countries' overall approach to consultation,participation and disclosure of information as tools toempower affected person and communities to participate indevelopment projects affecting their lives. The InspectionPanel was created in 1993 by the World Bank's Board ofExecutive Directors to receive and investigate complaintssubmitted by people suffering harm allegedly accused by Bankprojects. As of September 2017, the Panel had received 120requests for inspection. Of those, 90 had been registeredand 34 investigated.
