Doing business in India 2009 is thefirst country specific subnational report of the doingbusiness series that measures business regulations and theirenforcement across India. Doing business in India 2009covers 10 out of the 12 previously measured cities, anddocuments their progress. It adds 7 new locations, expandingthe study to 17 locations. Comparisons with the rest of theworld are based on the indicators in doing business 2009.The indicators in doing business in India 2009 are alsocomparable with the data in other subnational and regionaldoing business reports. The indicators are used to analyzeeconomic outcomes and identify what reforms have worked,where, and why. Other areas that significantly affectbusiness, such as a country's proximity to markets, thequality of infrastructure services (other than servicesrelated to the trading across borders indicator), thesecurity of property from theft and looting, thetransparency of government procurement, macroeconomicconditions, or the underlying strength of institutions, arenot directly studied by doing business.
